Open Question: Is one of the problems with cap & trade is that they really don't have alternatives available?
What is Cap and Trade?
The goal: To steadily reduce carbon dioxide and other greenhouse gas emissions economy-wide in a cost-effective manner.
The cap: Each large-scale emitter, or company, will have a limit on the amount of greenhouse gas that it can emit. The firm must have an “emissions permit” for every ton of carbon dioxide it releases into the atmosphere. These permits set an enforceable limit, or cap, on the amount of greenhouse gas pollution that the company is allowed to emit. Over time, the limits become stricter, allowing less and less pollution, until the ultimate reduction goal is met. This is similar to the cap and trade program enacted by the Clean Air Act of 1990, which reduced the sulfur emissions that cause acid rain, and it met the goals at a much lower cost than industry or government predicted.
The trade: It will be relatively cheaper or easier for some companies to reduce their emissions below their required limit than others. These more efficient companies, who emit less than their allowance, can sell their extra permits to companies that are not able to make reductions as easily. This creates a system that guarantees a set level of overall reductions, while rewarding the most efficient companies and ensuring that the cap can be met at the lowest possible cost to the economy.
The profits: If the federal government auctions the emissions permits to the companies required to reduce their emissions, it would create a large and dependable revenue stream. These financial resources could be used to achieve critical public policy objectives related to climate change mitigation and economic development. The federal government can also choose to “grandfather” allowances to the polluting firms by handing them out free based on historic or projected emissions. This would give the most benefits to those companies with higher baseline emissions that have historically done the least to reduce their pollution.
What Would a Successful Cap-and-Trade Program Look Like?
The goal: To limit the rise in global temperature to approximately 2.0 degrees Celsius (3.6 degrees Fahrenheit) above pre-industrial levels by 2050 by reducing carbon dioxide and other emissions from companies as part of a larger plan for curbing global warming.
The cap: To achieve this goal, the U.S. government should steadily tighten the cap until emissions are reduced to 80 percent below 1990 levels by 2050. Businesses would have to obtain permits entitling them to emit a certain quantity of carbon dioxide or its equivalent in other greenhouse gases. All permits would be auctioned off by the government. Emissions permits in the near term would likely fall in the range of $10 to $15 per metric ton of carbon dioxide or its equivalent.
The trade: Companies unable to meet their emissions quotas could purchase allowances from other companies that have acquired more permits than they need to account for their emissions. The cost of buying and selling these credits would be determined by the marketplace, which over time would reduce the cost of trading the credits as trading becomes more widespread and efficient.
The profits: Initial estimates by the Congressional Budget Office project that an economy-wide cap-and-trade program would generate at least $50 billion per year, but could reach up to $300 billion. Approximately 10 percent of this revenue should be allocated to help offset costs to businesses and shareholders of affected industries. Of the remaining revenue, approximately half should be devoted to help offset any energy price increases for low- and middle-income Americans that may occur as a result of the transition to more efficient energy sources. The other half of the remaining revenue should be used to invest in renewable energy, efficiency, low-carbon transportation technologies, green-collar job training, and the transition to a low-carbon economy. Some resources should also be invested in the energy, environment, and infrastructure sectors in developing nations to alleviate energy poverty with low-carbon energy systems and help these nations adapt to the inevitable effects of global warming. Revenues from the permit auction would essentially be “recycled” back into the economy to facilitate the transition to an efficient, low-carbon energy economy and ensure that consumers are not unduly burdened by potentially higher energy costs.
Now here is the problem: Coal which is the worst polluter provides about 1/2 of our electricity which means those power plants either have to convert to some other power source or buy carbon credits which of course they will pass the cost onto the consumer. Solar & wind power which is the cleanest only provides about 5% of our power and is a decade or more away from being a major provider. Nuclear energy which is about the only source of power available that can readily replace coal, oil & natural gas the liberals don't want anything to do with. Natural gas is the cleane

I am a conservative on fiscal issues but on other issues I differ:
1. Taxes: The less the better on everything but we do need some sort of tax structure to pay for our government. I believe in one 'fair tax" system
2. Healthcare: I agree that something needs to be done about healthcare; it is out of control in this country. I do NOT believe the answer is socialized medicine. I would start by putting a cap/limitations on healthcare lawsuits and giving each family a tax credit (much bigger one than McCain talked about) for buying a policy. But then it would be MANDATORY that everyone buys their own policy no matter what (just like car insurance is mandatory) and you will get fined if you are not covered. I would deregulate the healthcare insurance system so that insurance companies would be more competitive in their pricing. I would also set up a scholarship/recruitment programs to encourage people to get degrees in medicine. We need more healthcare workers!
3. I am a Christian but would not force my ways down somebody's throat. It is irrelevant and against the constitution to do this. I do believe a high standard of morals no matter what religion you are. This is very important if you are in a leadership position. I would lead by example
4. Energy: I believe we need to tap into our natural resources, like natural gas and oil. Natural Gas is something I would target in a big way. Solar and Wind are okay but cannot be used everywhere in the country so more research on Nuclear would be my choice to make it safer to use. I would not pass a cap and trade to do this! I would come up with a tax credit system for businesses transitioning to "greener" methods of producing consumer products. I would map out a deadline date when all business would have to be "green" by or they would no longer get the tax credit and would have to shut down. Plain and simple. The cap and trade does not do enough to help with the environment. It just allows companies to keep producing carbon emissions by passing on the cost of their permits to the consumer OR move overseas and take jobs out of the USA.
5. Abortion: I do not believe in abortion unless extreme case such as rape or incest...or medical reasons for the mother's health. I understand that the government should not tell a woman what to do with her body..However, it is not the governments telling women to go out and have irresponsible sex. There are MANY methods of birth control now days. Abortion is murder, plain and simple. The government puts most murders in prison.
6. Gay Marriage- do not believe there is such a thing as gay marriage but would support some other form of "partnership" for gays so that they have equal rights. I do not believe it is my right to tell Gays how to live their lives but I also do not think they should try to force their lifestyle down my throat either.
7. Our huge deficit and weakened dollar: Something needs to be done about this serious issue that is growing worse daily. Even though I did not agree with McCain on a lot of things, I liked his idea of cutting government spending in half basically for several years so we could play "catch up". We also need to not have ANY pork spending. Sorry special interest groups, you need to raise your own money through non-profit. Something has to suffer when the deficit is this big, and creating tunnels for turtles/vs. preventing inflation or bankruptcy of our nation is really the priority right now.
8. Foreign Policy: I would not go around starting wars for no reason. Sorry Bush supporters. Iraq was not a very useful use of our tax dollars. I would spend lots of time visiting with all nation leaders. I would not ignore the UN (even thought they do seem useless at times). I would stand by our allies. I would stand very firm against countries that are unfriendly like N.Korea, Iran..etc. I WOULD support the military uprising in Honduras. No president should try what that guy did. Those are the countries, that if they DID provoke us through terrorism and/or an attack.... I would consider having a war..there would be a REASON.
9. Gun control- not sure how I feel about this one. I do believe we should have a right to bear arms and defend ourselves but I do think that there are too many gun related deaths in the USA. Would have to figure out how to regulate it. I just hate guns. I do not feel like it is "cool" to own one.

Some of the key points of the American Clean Energy & Security Act from Grist, since they know better than I do. You can head to their site to read the nitty gritty, but here is a general summary:
Renewable electricity standard
The bill creates a renewable electricity standard (RES) that would require large utilities in each state to produce an increasing percentage of their electricity from renewable sources. Qualifying renewable sources are wind, solar, geothermal, biomass, marine and hydrokinetic energy, biogas and biofuels derived exclusively from eligible biomass, landfill gas, wastewater-treatment gas, coal-mine methane, hydropower projects built after 1992, and some waste-to-energy projects.
Emission cuts
The bill would put a cap on emissions of planet-warming greenhouse gases, and would require high-emitting industries to reduce their output to specific targets between now and the middle of the century. (This is the “cap” part of the “cap-and-trade” program.) The bill covers 85 percent of the overall economy, including electricity producers, oil refineries, natural gas suppliers, and energy-intensive industries like iron, steel, cement, and paper manufacturers.
Emission permits
Regulated industries would need to acquire permits for their emissions. (Emission permits are also referred to as “carbon credits,” “pollution allowances,” and various combinations of these words.)
If a company cuts its emissions so much that it has more permits than it needs, it can sell excess permits to other companies or bank them for future use. If a company doesn’t have enough permits, it can buy more or borrow its future credits and pay interest on them. Non-regulated entities (banks, nonprofits, people like you) can also buy and sell permits. (This is the “trade” part of the “cap-and-trade” program.) If a company’s emissions exceed its permits, it would be fined two times the fair market value of the permits it should have purchased.
How permit auction revenue would be spent
About 15 percent of the pollution permits would be sold by the federal government in the initial years of the program. Here’s how the revenue would be spent (shown as a percentage of the value of all permits):
* 15 percent would be used to offset increased energy costs for low- and moderate-income households
* 5 percent would be used to prevent international deforestation, scaling back to 3 percent from 2026 to 2030 and 2 percent from 2031 to 2050
* 2 percent would be used to help the U.S. adapt to the negative effects of climate change from 2012 through 2021, scaling up to 4 percent from 2022 through 2026 and 8 percent thereafter; half would be spent on wildlife and natural resources and the other half on other adaptation concerns, like public health
Investments in energy technology
By 2025, the bill would direct an estimated total of $190 billion to energy technologies and efficiency measures:
* $90 billion to energy-efficiency and renewable-energy technologies
* $60 billion to carbon-capture-and-sequestration technology
* $20 billion to electric vehicles and other advanced automotive technologies
* $20 billion for basic scientific research and development
Offsets
Regulated companies would be allowed to purchase carbon offsets to meet a portion of their required emission reductions—meaning they could fund clean-energy projects elsewhere instead of cutting their own emissions. This could lower the cost of complying with the new law.
Coal-fired power plants
* New coal plants could be built between 2009 and 2020, though they would be expected to adopt carbon-capture-and-sequestration (CCS) technologies when they become commercially available
* By 2025, all coal plants built after 2009 would have to capture 50 percent of their CO2 emissions
Worker transition
* Workers displaced due to new emission regulations would be entitled to 156 weeks of income supplement (70 percent of their average weekly wages), 80 percent of their monthly health-care premium, up to $1,500 for job-search assistance, and up to $1,500 for moving assistance
Smarter cars and smarter grids
* The bill includes a “cash-for-clunkers” program that would provide roughly 1 million vouchers, ranging from $3,500 to $4,500 in value, to consumers who trade in older, less-fuel efficient vehicles for new vehicles that get better gas mileage

4, 1/3 present: Use this money to change our health care. Treat us like every other western democracy in the world and cover "all" Americans! Stop letting the insurance company's decide who lives and who dies! Get us off of oil! Our export debt, for oil alone, could pay for the health care! Use this money to change us! Get wind, solar, nuclear or any other "green energy" we can use to help!
5, 1/3 future; I wouldn't have to brought up "1/3 present money" if there had been a plan in place and the money to already have changed those two problems! Its not like we didn't know they were coming! But this is the money we could use to start other idea's going! Don't wait until something gets this bad again, You won't have any excuses!
6, We should use the money from the NON US citizens for "campaign finance reform" Get the "K" street money out of elections! Stop letting them use "Vote for money" just to help or "congress" get reelected! Split that money in a way that both parties will have the same amount for each seat, and only allow that nominee to use that money in there campaign! If, they get, or spend, any other money, There fired! That way we will be financing there campaign's and paying them to. Do there
job! This way they wouldn't have to vote those party lines! They could vote the best way they see fit for "all of us," and not have to worry if they did "something wrong" to there base? They would actually work for us? and nobody else! Then they would have to face every voter in there "district" or "state"! Think they would listen to us then?
There are plenty other good reasons we can use this on, Like not having the Supreme Court Decide who is the President, but lets get back to "we the people" If you loan this money, and then go vote, that would make every ethnic, racial, or religious group be heard in this country! This would, with our loaning,and all of us voting, for who we think might help us , will no doubt have a major effect! No longer would 5% of our country elect who they want, or repeal, or pass any law that they might seem to think "is the best" for all of us when really its just "what's best for them "If approx. 220,000,000 million (or 75% not 40%) "vote", both parties will have to get more to the center and listen to both sides of a subject. When both sides are pulling at the middle we get a very thin center and were not going anywhere. But when the center is larger, then the front our back, like a ocean liner? They can turn the wheel alright, But have to wait to see when and if we all go with them!
In closing, I know that I just keep saying this, But the first line in our Constitution is "we the people" Not! "we the corporation" Not! "we the extreme end of this political party. So be the people! Take back our government! Pay off this debit! Fund our congress in there election campaigns and even or president! Vote for someone who has enough guts to do whats right for us, Not for what they have to!

I would like to purchase a 10kw turbine to proved all my electrical needs and even sell some to the electric company. I have called around and most are asking for 70k to 100k for building, preparing, and permits. I live in the middle of no where USA so it cost more to have supplies ship to me.
Even the tax credits would not help. The tax credit only pays 30% of putting it up.I am a disabled veteran so money is tight.So if anyone has any ideas on how to raise the amount needed to purchase one it would be greatly appreciated.

The invention bagged the FT Climate Change Challenge crown after beating 300 other creations, including a food additive, which stops cows passing wind.
Kenya-based entrepreneur Jon Bohmer a Norwegian, set up Kyoto Energy with his Kenyan wife Neema, and has used his own money to fund the project.
The oven - which costs just 3.50 pounds to make - can slowly cook casseroles, boil water and bake bread.
It is made from two boxes, one inside the other with an acrylic cover, which lets the sun's power in and traps it.
Black paint on the inner box and silver foil on the outer help concentrate the heat while a layer of straw or newspaper between the two provides insulation.
Bohmer hopes that the oven would put an end to the use of firewood to cook in developing countries.

Oil is money, money is power. This notion alone has thrown the United States into a brutal downward spiral. The price of oil per gallon has sky rocketed, forcing gas prices to follow suit and fluctuate radically. The shifty oil market has also put some tension on the U.S. economy, which in turn has affected the global economy. That same notion has been the principal foundation for the Bush Administration’s imperialistic war campaign in the Middle East, which has caused the majority of United States citizens to be more paranoid and xenophobic than ever.
The United States government, in collaboration with the most popular major media outlets, exaggerated the threat of terrorism in order to create a common public enemy. Fear and extreme aversion to Arab culture and followers of the Muslim faith has swept the United States. The U.S. government has recognized that in the instance of a common public enemy, they have the capability to manipulate public opinion. So, by constantly playing the “potential terrorist threat” and, “believed to be linked to Al Qaeda” cards, the U.S. government successfully gained the unofficial public approval to stage a war on terror in the coincidentally oil rich region of the Middle East. Now, five and a half years later, the United States has completely scrapped and shelved the Iraqi government and implemented a rough Democracy in its place.
All of these acts of imperialism have been fueled by one obvious factor: Oil. If the United States did not have such a dangerous addiction to oil, many of these issues would cease to exist. Alternative energy sources such as wind power, hydro power, and geothermal power have all been proposed, by leading scientists in the field of alternative energy studies, as prime candidates to replace oil as the main energy source. However, the United States government has an enormous problem with this concept. If oil is taken out of the equation, the government loses the ability to suppress U.S citizens. In order to keep generating that much wanted capital, it is crucial to put U.S. citizens in a position to continue to buy oil, and oil based products. This is why the U.S. government shoots down the idea of funding alternative energy research.
September 11th, 2001 was the day that ushered in the full fear of Arab or Muslim culture. The Bush Administration quickly capitalized on the events which took place that day by starting their mass fear campaign. Images of bearded Middle Eastern men flooded every major news channel, magazine, and newspaper. Videos of Middle Eastern terrorists wielding AK-47 fully automatic rifles began to emerge on the internet and news. The men in the videos were usually speaking about upcoming attacks and their reasons for which they wanted to carry out the attacks, and others showed men taking credit for, and celebrating certain terrorist attacks, while burning the American flag. The most graphic videos showed suicide bombers with high explosive charges strapped to their chests or torsos, running into a public square or market place, and detonating the charge. The average American viewer, who tends to be very patriotic, and vulnerable to influence by the United States government, is led to believe that the entirety of the Middle Eastern culture is ruthless, uncivilized, and anti-American. The fact that there are certain radical factions who completely despise the American government and American culture is irrefutable, but this is not true of all Middle Easterners.
However, the American public will not even believe that statement to be anywhere near the actual truth after watching videos of terrorists burning American flags and killing the innocent. Americans are quick to stereotype all Middle Eastern men as terrorists or “Jihadists.” The Americans are not fully responsible for their outlook on Middle Easterners. Americans get their information from the most common sources, ones that are easy to find and easy to comprehend. So, Americans simply turn their television sets on and flip the channel to CNN, Fox News, MSNBC, or Headline News (a sister station of CNN). For those who prefer to watch the local news, there is CBS, NBC, and ABC. All of these news outlets have been known to carry propaganda. Many of the news stories these outlets run are biased and make bold attempts to push the opinion of the respective news station onto the viewer. For example, the Fox News programs Hannity and Colmes, and The O’Reily Factor constantly feature guests on their programs that have opinions which are in opposition to the anchors’. Sales price is $400,000 with $200,000 in good will, $150,000 in marketable inventory and $50,000 in assets.
Financing would be $400,000 @ 8% over 7 years, first two years interest only payments required, with $50,000 extra cash as working capitol.
New owner has business management experience, strong interest in entering the alternative energy market and a small network of entrepreneurs for advice.

Candidates’ Environmental Plans
Polar bears are going extinct because of the melting ice burgs. The temperature is increasing 5°C every century. Global warming is causing the ozone layer, Earth’s protection against the sun’s harmful rays, to become weaker. These dilemmas are all part of one issue in our election: the environment . Both candidates devised plans to improve the environment in our country. Their plans will cover pollution, alternative energies and fuels, drilling for oil, cars, greenhouse gas emissions, green jobs, and much more. Both candidates acknowledge the fact that human pollution is a significant cause of global warming, but who has the best plan to help solve that and other problems? Barack Obama and John McCain have very different views on this subject.
Senator Obama has a very strong environmental plan. He is very supportive in investments in alternative forms of energy. He plans to spend $150 billion in environmental- friendly energies and fuels in the next ten years. I’m pleased that he is putting so much devotion in alternative energy, but where does that “investment” come from? Inevitably , some of that mammoth amount will have to come from our taxes. This democrat will produce new businesses working on wind, solar, and bio-fuels, along with millions of new “green” jobs. That will help the economy immensely. Barack Obama says 1 million hybrid cars will be running by 2050 if he becomes president. They run on batteries, and don’t require gas. Also, by 2012, 10% of electricity will be renewable, and greenhouse gases will be lowered 80% by 2050. He will try to eliminate oil imports from the Middle East within ten years. This means less taxes on gas. He mostly opposes drilling for oil domestically, but might do it as a last resort. He is neutral on nuclear energy, since it would be very expensive. Also, Barack Obama will require all cars to meet fuel efficiency expectations, so it will take less fuel to fill up American’s tanks. He supports the protection of natural places from development, which I believe all Americans should do. Humans have already destroyed the homes of too many animals. However, the senator is neutral on schemes to help save endangered species from extinction. In my opinion, this is despicable. We should transfer the energy and effort we put into unimportant matters to helping our fellow animals live happy lives and flourish. Although Barack Obama’s plan is wonderful, do they measure up to John McCain’s?
John McCain has a well- developed solution to the environmental issue. His energy plan is called the Lexington Project. This plan will help America break dependency with foreign oil, improve transportation, promote energy efficiency, and help global warming. McCain states, “In a world of hostile and unstable suppliers of oil, this nation will achieve strategic independence by 2025.” McCain will reward people who buy clean cars. The “Clean Car Challenge” will provide a $5000 tax credit to any purchaser of a zero carbon emission car. Also, he will require automakers to switch to flex fuel, which lasts longer and is better for the environment than regular fuel. He will use and create new alternative energies and fuels, but won’t make investments as large as his opponent. He strongly supports nuclear energy, unlike Barack Obama. He says it is very safe; the military has been using it for years. John McCain also plans to drill for oil in Alaska. This will lower prices in ten years. The republican says it is a long process that will pay off in the end. Although it would be helpful, there is a chance it can result in a lot of pollution if the oil spills. To people concerned about that, Senator McCain says that the ships are very secure, so a spill would be unlikely. He plans to drill in the National Petroleum Reserve, but not in the Artic Wildlife Refuge. I believe that both of these places should be left untouched. They are protected for a reason; they’re pristine and beautiful in every way. John McCain will lower greenhouse gas emissions 50- 60% by 2050, 30- 20% less than Barack Obama plans to lower it. As you can see, McCain also has a well- thought out energy/ environment plan.
Now that you know each candidate’s methods to improve the environment, it is time for you to make the decision: Barack Obama or John McCain? You are not only voting for president, you are voting for the course of action to put an end to global warming, prevent pollution, fuel our cars, saves the polar bears, and much more. It is a very critical time, and everybody needs to use their voice. Vote 2008!

Thank you for contacting me regarding the Emergency Economic Stabilization Act of 2008. I welcome your thoughts and comments on this issue.
On September 19, 2008, Treasury Secretary Henry Paulson announced a plan by the Bush Administration to stabilize the financial services sector of the economy. This plan included broad authority for the Treasury Secretary to purchase troubled financial instruments with very limited oversight and few protections for taxpayers.
In July, I voted against a similar proposed bailout of Fannie Mae and Freddie Mac because it did not provide taxpayer protection and limits on executive compensation for a government owned entity. For the same reasons, I was not willing to support the Administration’s initial proposal, and I encouraged my colleagues to continue work on a plan that would protect taxpayers, provide strict oversight, and place limits on the benefits to executives who accept taxpayer assistance.
In the days following the Treasury Secretary’s announcement, concerns about the danger to the broader economy deepened. The high-profile failure of numerous financial institutions caused the commercial lending market to accumulate and hold cash. The credit markets effectively froze, making it difficult for consumers to obtain loans for purchases such as homes and automobiles. The lack of lending in these areas began to place further pressure on the troubled housing market and threatened to spread deeper into the economy. Similarly, many small and mid-sized businesses were finding it difficult to obtain financing to meet their payroll obligations and purchase inventory. Many cities were entering the bond market and getting no bids, even with AAA ratings. The current liquidity crisis still poses a real potential for significant job losses. After consulting with numerous financial experts, small businesses, and bankers in Texas, it became clear to me that normal commercial lending activity would not resume without action by Congress.
Despite this realization, I was still not inclined to support the Paulson plan. After weeks of negotiation, however, a bi-partisan compromise was reached. While there are provisions in the bill that I do not favor and would not have drafted, overall the need for action to stabilize the market and to protect the retirement savings of millions of Americans weighed heavily on my mind. Ultimately, I supported the Senate bill along with 73 of my colleagues. The bill we passed was a major improvement over the initial plan announced by Secretary Paulson.
We increased the deposit insurance cap from $100,000 to $250,000 so that families will have added protection for savings and retirement accounts. While the initial proposal authorized up to $700 billion to purchase distressed assets, the measure we passed takes a more cautious approach, initially authorizing $250 billion and requiring the approval from Congress and the President for additional funding. Importantly, the bill we passed includes restrictions on the benefits received by executives whose companies are selling some of their distressed assets to the government. In return for purchasing the assets, taxpayers will obtain an ownership stake in the companies. Many leading economists believe that the real estate market will turn around in the foreseeable future and government owned properties and assets will be sold at a profit. A provision in this bill that I supported requires any profits realized to be placed in the nation’s treasury to reduce the deficit. If, however, after five years the government is facing a loss in the program, the President must submit a plan to Congress recommending how the money will be recouped from financial services companies. I believe that these protections are a dramatic improvement over the Administration’s initial proposal.
The bill passed by the Senate included an important package of tax policy provisions. One of these provisions is an extension of the state and local sales tax deduction, which is a matter of fairness for states like Texas that do not have a state income tax. The average Texan will save $520 when they file their federal income tax forms next year. We also shielded low and middle-income taxpayers from higher taxes associated with the flawed alternative minimum tax (AMT) and included tax incentives to spur energy production and innovation including the wind energy production tax credit and the research and development tax credit.
As Texans, we have learned to take responsibility for our actions and being asked to pay for the mistakes of others is something many, including myself, find deeply troubling. However, after careful deliberation, I believe that the risks associated with doing nothing outweighed the risk of passing a less than perfect bill that nevertheless includes important protections for taxpayers. Economic evidence clearly suggested the problems were spreading into the broader economy. That i============

Over the past 8 years, I've constantly been hearing people from New England (in particular Massachusetts) badmouthing my state and how we run things here. I'm from Texas. FYI, our geography department here has been rated one of the top five in the entire country. Only one of the Ivy League schools' programs ranked up there with us. Why are Bay Staters so adamant about not putting wind turbines out on Cape Cod? Can you imagine how much energy that could produce and how much that would help the environment? Why don't they have tidal plants there? The tides there would be perfect.
New York City is building a tidal plant in the East River, but why aren't there any around Boston. I know for a fact that there aren't because there are only three places in the entire planet that have tidal plants and only two more places where they're actually being built. It always amazes me that companies which have been developing alternative energy technologies for OVER 25 YEARS, with tax credits and other government subsidies to make them a low-cost technologically superior reality, continue to demand special breaks and considerations even though they STILL have not proven to deliver on their promise.
If I had created the ultimate alternative energy, lets say, a Mr. Fusion thing like in the fictional "Back to Future" series, which takes garbage or any other material, and it produces a waste by-product of water, and it only cost $1000 to manufacturer with a retail price well under a few thousand, there would be no need to get government subsidies because myself and my investors would be gazillionaires within 2 years!
The issue is, and remains, that every single alternative energy idea that we've been pursuing for the past 25 YEARS, including wind, solar, and ethanol, have not caught on because they are PROHIBITIVELY EXPENSIVE.
And the excuse is always, "Yeah, but we need more money to make it cheaper." Nonsense. If, after 25 YEARS, you still haven't figured out a way to improve the technology, IT'S A DEAD END.
This is because the alternative energy debate is fundamentally flawed. Every single alternative was missing, from the very beginning, the very essential element to make it practical and successful.
"Can we find an alternative energy resource that is less polluting, more abundant, and SIGNIFICANTLY AND SUBSTANTIALLY CHEAPER than existing resources?"
Consider PC technology. It was IMMEDIATELY substantially cheaper than its mainframe alternatives. This is why it took off as a computing power alternative. No government tax credits were needed. No subsidizing was required. Competitors popped up left and right to invest heavilly in making it better and better.
And in the same period of time that we have been pursuing these alternative energies, PC technology has evolved enormously.
And if we were still using computers with 256Kb of memory and floppy disks and dot matrix printers, and it turns out they were more expensive than mainframe computers, do you think ANYONE would be saying, "All IBM, Apple, Dell, HP, Intel and AMD need is more money from the government." ABSOLUTELY NOT.
Innovation is wonderful. But it has to be practical.
Any alternative energy source MUST be a substantially CHEAPER alternative FIRST and FOREMOST. Otherwise, we can throw trillions into the technology and it will never be accepted.
Private funding has already grown weary of the failures of these alternative energies to deliver on their promises.
Meanwhile, there are newer alternative energy ideas such as Fusion and Hydrogen that show great promise... but they are now in their infancy of development. In the meantime, we should take advantage of the cheaper resources we ALREADY have, and use those as a cost/value challenge for viable alternative energies.
Or should we continue to pursue and fund alternatives that no one will want to pay for?

Republicans blocked a proposal Thursday to tax the oil industry an additional $29 billion, while the Senate moved closer to an agreement on raising automobile fuel economy for the first time in nearly 20 years.
The tax package was aimed at channeling billions of dollars to subsidize windmills, hybrid cars and other alternative energy resources. But many Republicans said it was too harsh on the oil industry and could lead to less production and higher gasoline prices.
The struggle over the tax provision signaled that Democrats may have a hard time pushing through the broader energy bill, which tilts heavily toward promoting energy conservation and renewable fuels and away from support for traditional fossil fuels.
As the debate over taxes reflected the Senate's division, senators were said to be close to completing work on a compromise on automobile fuel economy that would garner enough votes to overcome strong auto industry opposition.
Senate Majority Leader Harry Reid, D-Nev., chastised Republicans for caving into pressure from oil companies in blocking the tax provisions, but said he planned to press forward with the overall energy legislation, hoping to finish late Friday.
"We have (auto fuel economy) standards in this bill. This is a good bill. There's a lot of good stuff in this bill," said Reid. He said work was under way on a compromise aimed at gaining wider support.
"I can live with either one of them," Reid told reporters.
The talks were believed to be close to an agreement that would require automakers to increase the fuel efficiency of new vehicles to 35 miles per gallon by 2020, but abandon a provision that would have required 4 percent annual efficiency improvements after that. The automakers had complained vigorously about the 4 percent increase, saying they would be required to meet 52 mpg for cars and SUVs by 2030, a mandate they said they couldn't meet.
A group of senators, including Michigan Democrats Carl Levin and Debbie Stabenow, have pressed for consideration of an even less stringent proposal that would let SUVs and small trucks achieve just 30 mpg and postpone the mandate to 2025.
On taxes, Democrats came three votes shy, 57-36, of the 60 votes needed to overcome a threatened GOP filibuster and add the massive tax package to the energy bill. It called for $32 billion in tax breaks for renewable and clean energy programs and energy conservation, all but about $3 billion paid for by oil taxes.
Republican senators contended that the nearly $29 billion in additional taxes over 10 years on major oil companies would have led to reduced production and higher gasoline prices, an argument Democrats rejected, noting the largest oil companies earned $111 billion last year.
Reid said the industry stood to make $1 trillion in profits over the 10 years when the $29 billion in new oil taxes would have been collected. He expressed doubt the measure could be revived and put onto the Senate bill, but left open getting it added later, probably when Senate and House versions will be consolidated.
"It's not over," said Reid.
A $16 billion tax package — largely mirroring the priorities in the Senate legislation but smaller — advanced from the House Ways and Means Committee on Wednesday, to be added to a House energy bill later this summer.
The massive tax measure marked a sharp turn from longtime congressional support of the oil industry to promoting alternative energy development and moving toward energy sources that would help deal with the growing concerns over global warming.
But Republicans said it tilted too far in favor of renewables and conservation at the expense of the oil companies.
"When you put a tax on a business it gets passed on to consumers," argued Sen. Jon Kyl, R-Ariz. "Instead of reducing gasoline prices, this bill is going to add to the cost of gasoline."
Sen. Max Baucus, D-Mont., whose Finance Committee crafted the tax package, said the incentives for renewable and alternative fuels would "help wean ourselves away from OPEC ... from these very high gas prices."
The tax changes would have channeled $11 billion over 10 years into development of renewable fuels such as ethanol, biodiesel and power from wind turbines. It provides an additional $18 billion in other tax breaks — from tax credits to clean and renewable energy bonds — to support improvements in energy efficiency, clean coal technology, development of gas-electric hybrid cars that could be plugged into the national power grid and other alternative energy programs.
It would have rescinded a tax break given to oil companies in 2004 that was primarily aimed at helping domestic manufacturing; increased taxes paid under an oil spill liability law; and eliminated existing tax credits involving foreign oil production.
Another measure also would have imposed a new excise tax on oil produced from the Gulf of Mexico to recoup $10.7 billion in royalties the government has been unable to retrieve because of flawed oil leasing contracts issued in 1998-99

That sure was an opening statement:) well, i have now endured 13 months on this internet device trying to tell a world that babels about energy crisis and greenhouse gases and I fundamentally believe I have solved it by my ideology and primitive one million volt tesla coil experiment upon heavy water. I made a video and offered all my words for free for anyone to just read and repeat.
To date I do not see many who are attempting- however, many might do so without any correspondence- they just take it and move on I guess. Nevertheless, I never asked for money for myself to finish it, a spiritual nature to this- I ALWAYS wanted someone to step up to the plate and just help. maybe some one who blows a hundred grand in Vegas one night might say- hey- here is a chance to end the energy crisis- lets try. I understand. However, I believe it- and all around obviously do not and much more than that you insult me. Thus, this is a very hard state of mind to be in. I have believed i was the messenger for 10 years. I have record upon the net. I just made 99 minute video palm sunday or passover this past april 20 2008 declaring myself THE CHOSEN ONE. I have evidence of my life that establishes I have this belief for some time. Thus- I am either the messiah- or I am not. No question all who read these words at this juncture in time would conclude the latter- I dont blame you- and I understand. However, the fact for me is this. I believe i have solved the energy crisis- and my life is an example of many before us all-or even some today, that believe there is something happening to all mankind and told something to relay to our fellowman along with the discoverer of this energy idea- AN AGE of UNITY BEGINS. I live with this “condition” as I have lived like a lamb of god in my heart since a child and raised in this large ape body:) like an m1 Abram tank with an ability to go everywhere- AND I DID. There is no evil. MAN is good. the children are good- the bad/evil that comes is abused and neglected children- some children may be hurt once severely and lash out all their lives- some do what they do because of sickness in the body/mind- everything has a reason- with the light of god we shall master the elements of this earth in harmony with all the creatures and secure the comforts and sustenance ALL children of the earth desire for growth-love-peace-LIFE- life on earth must become heaven for our children- only in mans unity shall this occur- only under the light of love of god shall all the children of the earth live to the standards of heaven- an advanced entity of this universe- we are children to it.

Also, it seems, Congress has been bickering over whether and how to renew the investment tax credit to stimulate investment in solar energy and the production tax credit to encourage investment in wind energy.
